SUMPTER, S.C.(WBTW)- Two Sumpter residents were arrested Thursday on allegations of child abuse.
Warrants say that Susan Richburg and Tennie L. Richburg hit a 14-year old boy with a PVC pipe on multiple occasions as punishment.
The pair was charged with unlawful neglect of a child.
