An Horry County high school student has been arrested and is accused of sexual assault.
A police report from the Horry County Police Department says an officer responded to St. James High School in April in reference to receiving information about a case that was ongoing. Upon arriving, the officer spoke with a witness who said she had information about a suspect in a larceny case.
According to the report, the witness told the officer the suspect, identified in the report as 17-year-old Franklin Davis Cloer, had said he had taken his mother’s necklace, worth about $4,000, and sold it. The witness said she had seen Cloer wearing the necklace at school and that Cloer had said he used the money to buy marijuana and a gun. The witness also said Cloer stated he was going to use the gun to rob another student who he was going to hire to sell the marijuana he bought. The witness also told officers about an incident involving the suspect and a 16-year-old girl.
The report also says officers spoke with the victim. The victim told police she was giving the suspect a ride home down Enterprise Road, when he said he needed to be dropped off at Osprey Marina. The victim said upon arriving at the marina, she and the suspect began talking because this was not his address. The victim said the suspect then made several sexual advances and that she had told the suspect he needed to stop. The victim also said the suspect made another sexual advance and then said he needed to be driven home. The victim then said she started to drive and was so shaken up that she wrecked in to a ditch. The victim then said she went home.
The victim also told investigators similar situations had happened to possibly five other females and that the suspect was known for forcing himself on females, according to the report.
Another police report says a 16-year-old girl reported that she was sexually assaulted by Cloer in May 2017 while at a house party on Sindab Lane in Myrtle Beach.
According to Horry County Schools, Cloer is a student at St. James High School.
J. Reuben Long Detention Center booking records show Cloer was booked around 7:45 a.m. on Friday on charges of assault and battery in the second degree and criminal sexual conduct in the third degree. He was released around 5:15 p.m. on Friday on about $10,000 bond.
