FAYETTEVILLE, N.C. – A registered sex offender on probation in Scotland County was arrested while working to set up rides for Fayetteville’s Dogwood Festival., Cumberland County Sheriff Earl “Moose” Butler said in a Facebook post.
Cumberland County authorities received a phone call from a Scotland County probation officer on April 19 requesting deputies attempt to locate a man named Timmy Lane Walters for a probation violation.
Walters is a North Carolina registered sex offender who is on probation in Scotland County, whose address was listed as homeless. According to officials, Walters failed to comply with the sanctions of his probation and had a warrant issued for his arrest. Scotland County probation officers received a tip that Walters was working for Michael’s Amusement, which detectives found is based in Fayetteville on Tom Starling Road.
Walters was a ride operator for the company and had been working at the fair that was setup at Cross Creek Mall from April 7 through April 17.
During the investigation detectives also found that Michael’s Amusement was hired to furnish the rides at the Fayetteville Dogwood Festival. The detectives found Walters later in the day and arrested him in the vicinity of 472 Hay St. for his probation violation charges in Scotland County.
Walters was in the area to setup ride equipment for the festival and was subsequently turned over to the Scotland County Sheriff’s Office for the probation violation.
Walters has been charged in Cumberland County with failure to register his new address with the sheriff’s office when he moved to the county as required by North Carolina’s Sex Offender Registration Law.
