MCCOLL, SC (WBTW) – McColl Town Council Member Franklin Vanduwey Carlisle  was arrested for Driving Under the Influence Saturday morning around 4 a.m., according to the Marlboro County booking website.

Carlisle is listed as an elected council member of McColl under the Municipal Association of South Carolina’s website.

McColl Police Chief Tommy Langley said with Carlisle being a Town Council member, the department had to turn the incident over to the South Carolina Highway Patrol.

SCHP Trooper Judd Jones says the incident happened on High Street in McColl around 11:10 p.m,

According to the incident report, officers observed a large crack on the windshield and damage to the bumper. When Carlisle was asked how the car was damaged, he replied that he “thought someone threw an object at his windshield.” Officers reported a strong odor of alcohol coming off Carlisle and asked the council member to perform field sobriety tests.

Charlise was charged with DUI and collision after hitting Eric Bethea , 38, with his car. Bethea was hit while riding a bike. He was transported to a hospital in Scotland County with minor injuries.

Carlise was released with a personal recognizance  bond.
