Marlboro County correctional officer arrested; accused of sexual misconduct with inmate

A Marlboro County correctional officer has been arrested and is accused of sexual misconduct with an inmate. 

Cheryl Huggins was arrested for first degree sexual misconduct with an inmate of a correctional facility and misconduct in office at Evans Correctional Institution, according to a press release from the South Carolina Department of Corrections.

Warrants say “that during the month of December 2018, the defendant (Correction Officer Cheryl Huggins) did commit the offense of misconduct in office to wit” and “that during the month of December 2018, the defendant (Correction Officer Cheryl Huggins) did commit the offense of sexual misconduct with an inmate 1st degree to wit.”

Huggins also allegedly “sent numerous text messages and pictures of herself to the inmate over a two month time frame,” warrants also say. The offenses reportedly happened at Evans Correctional Institution, located at 610 Highway 9 in the Bennettsville area.

Two other correctional officers were also arrested: Tiffany Rochelle Chandler-Starks and Lester Charles Smith, II.

Chandler-Starks was arrested for misconduct in office at Perry Correctional Institution, the release says. Smith was arrested for contraband, furnishing or attempt to furnish prisoner and misconduct in office at Ridgeland Correctional Institution.
