HORRY COUNTY, S.C. (WBTW)- On Tuesday night Harold Phillips won the Horry County District 7 seat with 58 percent of the vote.
Democrat Harold Phillips and Republican Robert Shelley went head to head for the seat James Frazier gave up when he retired in March.
Phillips will take office instantly and attend their first meeting next Tuesday, July 12.
