Harsher restrictions for tethering animals in Horry County approved

Council gave final approval to harsher restrictions on tethering animals.

The new rules would make it illegal to keep an animal tied up outside if the temperature is hotter than 90 degrees or colder than 45.

Other restrictions require the animal be tied up in a way that prevents injury, strangulation or entanglement. 

The animal must also have access to water, food and shelter and not be sick or injured.
