Two people face charges after Horry County Police say several dogs were found chained, emaciated and injured on a property above Conway.

Police charged Destiny and Peter Feeman with 11 counts of ill treatment of animals, which is a misdemeanor. Both are out on bond.

News 13’s Julie Calhoun has more details on the case and how the dogs are doing.

All 11 dogs are at the Horry County Animal Care Center and all are expected to make a full recovery. We got to see one who is in good spirits. Elmer, and according to a police report, was found chained up with a severely broken leg that had to be amputated. He was found at the home in Conway on Hucks Road.

Horry County police say during a first welfare check on July 10th, they warned Destiny Freeman some of the dogs seemed underweight.

“Usually our first attempt is to educate and get compliance if that doesn’t happen charges become appropriate based on what they find with their follow ups on that,” said Captain John Harrelson, with the HCPD.

Police came back again on July 13th and 25th and say they saw no signs of progress. Dogs were found in the yard with heavy chains around their collars and severely malnourished. The police report also says only one dog had food and it was wet and sour. Several had fresh water while some had green water with “mosquito larva swimming in it.”

“The officer is going to have to use their best judgment to say you kow what i think we’ve reached that level. We’ve reached that threshold and present that information to a magistrate,” said Harrelson.

The responding officer did just that and the animals were removed.

According to the report Destiny Freeman told police the dogs are her brother in law’s and she shouldn’t have to take care of them.

When News13 went by the home on Wednesday Peter Freeman was there, but he had no comment.
