RALEIGH, N.C. (AP)- A measure that would allow those in the country illegally to gain limited driving privileges appears headed for a vote in the state House.

The bill creating a “restricted ID” for undocumented residents in North Carolina cleared the House Finance Committee on Tuesday by a vote of 22-11.

People obtaining one of the cards would undergo a background check and be required to provide fingerprints. Driving privileges would be awarded once applicants pass a state driving test and obtain liability insurance coverage.

The proposal has triggered sharp divisions at the Republican-controlled legislature between lawmakers resistant to providing recognition of any kind versus those who argue the ID would motivate those currently driving without a license to get insurance. The North Carolina Association of Chiefs of Police is backing the bill.
