Fire officials are saying the fire at Windsor Green started on the second floor.
At a Carolina Forest Civic Association meeting Wednesday, Horry County Fire Rescue Chief Joseph Tanner said t he fire started in a second floor unit on the outside of the building.
Chief Tanner says the cause of the fire is still unknown.
